No area has ever achieved statehood without a broad public demand
transcending party lines.
The road to statehood within the American Federal union is familiar. The
first requisite is a stable political and economic community; the second is the
sustained desire for Statehood actively expressed over a period of time by a clear
majority of the community; and the third is the willingness of the American
people acting thorough their constitutional forms to accept the community as
a new State, which, once admitted into the union, will have all the rights and
also all the responsibilities of the existing states

Luego de discutir los demás requisitos, expresaba: «The other, and
probably now the most important requirement for Statehood, is the
achievement of a clear majority for Statehood».
