“Congress could “continue the current system indefinitely, but it also

may revise or revoke it at any time,’ and Congress cannot enter into an

arrangement with Puerto Rico that “could not be altered without the

‘mutual consent’ of Puerto Rico and the [F]ederal Government.” Id. at

5-6. “The Federal Government may relinquish United States sovereignty

by granting independence or ceding the territory to another nation; or

it may * * * admit a territory as a State,” but “the U.S. Constitution does

“Although Puerto Rico exercises significant local authority, with great

benefit to its people and to the United States, Puerto Rico remains a

territory under our constitutional system. Puerto Rico does not possess

sovereignty independent of the United States, and its prosecutions

cannot invoke the dual sovereignty doctrine under the Double Jeopardy

Clause.”

El Tribunal Supremo de Estados Unidos tiene ante sí en el año 2016 la

naturaleza de la relación constitucional de Puerto Rico. Puede reafirmar

sus expresiones en los casos de Flores, Calero Toledo y Rodríguez de

que Puerto Rico goza de soberanía interna parecida a la de un estado,

o anunciar una nueva doctrina de que es parte del gobierno federal tal

como lo era antes de la Leyes 600 y 447 y el proceso constitucional de

Puerto Rico. Una decisión para la historia, y crucial para el futuro de

nuestro pueblo.

La consistencia no ha sido una virtud consagrada por las acciones del

Gobierno de los Estados Unidos en cuanto a Puerto Rico. Crearon la
